Britain and France to Deploy Troops to Ukraine should a Ceasefire Accord is Finalized

The London and Paris have formalized a declaration of intent concerning the positioning of armed personnel in the nation in the event a peace deal be made with Russia, the UK Prime Minister, Sir Keir Starmer, has declared.

Subsequent to discussions with Kyiv's partners in the French capital, he noted that the UK and France would "establish operational bases in various parts of Ukraine and erect fortified installations for military hardware and defense matériel" to prevent any subsequent invasion.

The allied nations also put forward that the United States would take the lead in overseeing a halt in hostilities.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not commented on this new announcement.

Background and Continuing Conflict

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces presently controls roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the long-term," stated Starmer.

Top officials and high-ranking officials from the "Coalition of the Willing" took part in Tuesday's talks.

Lead American diplomat Steve Witkoff remarked that "durable defense assurances and robust economic promises are essential to a lasting peace" in Ukraine – mentioning a major condition made by Ukraine.

Witkoff indicated the allies had "mostly completed" their work on establishing such pledges "in order that the Ukrainian people know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's special envoy, also took part in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's supporters had made "significant headway" at the negotiations.

He noted that "robust" defense assurances for Kyiv had been agreed in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "huge development" had been made in Paris, but added that he would only view efforts to be "adequate" if they led to the cessation of the conflict.

Last week, he said a peace agreement was "mostly finalized". Finalizing the last 10% would "shape the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has often said that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any compromise over how to finish the war.
  • Zelensky has to date rejected surrendering any territory, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia does the same.

Moscow currently holds approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The pair of oblasts form the area of the Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was perceived by Ukraine and its EU supporters as being strongly biased in Russia's favor.

This sparked a period of high-level discussions – with the involved parties trying to revise the draft.

Last month, Kyiv submitted the US an new 20-point plan – as well as additional documents detailing possible security guarantees and provisions for Ukraine's rebuilding, Zelensky added.
